City to Inspect Green Meadows West Sidewalks by November 2023


The City of Johnston has posted information regarding its plans to inspect all sidewalks in Green Meadows West and other neighborhoods, and to repair/replace at homeowners’ expenses in 2024 those that are out of compliance. Homeowners will have an option to repair or contract repairs themselves.

This will be the second year of an 8-year, city-wide Sidewalk Repair Program. The project's execution began earlier this year in the original Green Meadows neighborhood, which is located between Beaver Creak and Merle Hay Road, and south of N.W. 62nd Avenue.

The program will help address:

  • Gaps between sidewalk panels
  • Tripping hazards, including heaved, raised, or lowered sidewalk panels
  • Deteriorated, crumbling, cracked, or unevenly surfaced panels 

While this work is being done, city contractors will also ensure that corner "pedestrian ramps" (also called "ped-ramps" and "curb cuts") meet current requirements under the Americans with Disabilities Act (ADA.) Homeowners will not be charged for this ADA-related work.

According to information first presented at two public information meetings held Wed. Sept. 27, 2023 at the Johnston City Hall, Green Meadows West homeowner-members could see city inspectors marking neighborhood sidewalks as early as October or November 2023.

According to the September 2023 meetings, all homeowners will be presented with official, written inspection results by March 2024. Recommended repairs will be detailed and documented for each homeowner address.

However, homeowners need not wait for these reports or notices. City inspectors are available to meet with individual homeowners at any time, officials said.

Pubic works officials said that the Sidewalk Repair Program should not interfere or interact with the city's concurrent efforts to cut down untreated Ash trees in rights-of-way. "Our goal is to not to take any trees with our sidewalk program," said Johnston Public Works Director Matt Greiner. "Our contractors will typically only cut the root [of any tree causing a sidewalk to heave or shift]. That doesn't mean, however, that the problem won't grow back in 5 or 10 years."

Prior to the city's sidewalk-reconstruction efforts in Green Meadows West, additional public information meetings will be held in March-April 2024. Homeowners will then be presented with three options:

  • DIY repair within 90 days. (City permit required, but right-of-way permit fees will be waived.)
  • Privately contract repairs within 90 days. (City permit required, but right-of-way permit fees will be waived.)
  • Have city contractors repair the sidewalk at a flat, per-panel rate. (Neighborhood-wide project likely to occur Fall 2024 or Spring 2025.)

City officials and experts said 4-foot-square sidewalk panels will be determined in each neighborhood's contract. They expect more clarity on Green Meadows West rates by March 2024, after work is complete in the original Green Meadows neighborhood. Variables include contractor bids and materials costs. At the September 2023 meetings, however, they estimated the city's flat-rate charge to homeowners would likely be set between $350 to $550 per sidewalk panel.

Homeowners opting to repair sidewalks under city contract will be given an option to pay directly, or through special assessment over a period of 5 or 10 years. Further details on available payment plans will be presented in March 2024, city officials said.

City to Brief Green Meadows West Neighbors on Sidewalk Repairs


The City of Johnston is hosting two brief informational meetings regarding plans to inspect all sidewalks, and repair/replace at homeowners’ expenses those that are out of out of compliance. The Green Meadows West neighborhood (city's “Section 2” in dark pink on map excerpted here) is scheduled to be inspected in the 2024 calendar year.

The original Green Meadows neighborhood (city's “Section 1” in yellow on map excerpt) is under inspection and repair in the 2023 calendar year.
Meetings will be held Wed. Sept. 27, 2023 at the Johnston City Hall Council Chambers, 6221 Merle Hay Road.

Interested Green Meadows West residents should plan to attend:
  • Plats 9, 10, 11 (city's "Section 2, Zone 1"): 5:30 to 6 p.m.

Join Us Sept. 10 for 'Picnic in the Park' 2017!

The 11th Annual Green Meadows West “Picnic in the Park” event will be held Sun., Sept. 10, from 4 to 7 p.m. The picnic will take place ear the neighborhood’s signature gazebo located on the association’s privately maintained "Dover Park." Other days, the park is available for rental through the association manager.

A free catered barbecue pork or chicken breast sandwich dinner by Hy-Vee will be served to association members and families.

Live music will be provided The Nancy's. Inflatable play equipment for younger children will include a bounce house, obstacle course, and giant slide. There will also be face-painting!

Sponsors of the event include: Charter Bank and Flooring America.

City departments–including fire, police, library, and other personnel–will also be available to meet with Green Meadows West neighbors during the event.

Neighbors Oppose Extension of Foxboro Road South of N.W. 54th Ave.

More than 70 Green Meadows West residents, board members, and Webster Township neighbors met with Johnston officials and staff at an informal meeting at the city's Crown Point Community Center Tues., June 7, regarding a potential extension of Foxboro Road south from the Green Meadows West neighborhood across N.W. 54th Ave. to the commercial "Birchwood Crossing" development.

Such an extension would cross into property not currently within Johnston city limits, but would connect to a Johnston office complex south of the area.

"The Green Meadows West Homeowners Association remains committed to exploring with other city and county stakeholders alternative development options along the southern boundary of our neighborhood [N.W. 54th Avenue], particularly those that will not unnecessarily increase traffic along, into, and through our neighborhood," association President David Erbes said in a prepared statement after the meeting. "We are strongly opposed to the original proposal to extend Foxboro Road."

The June 7 information meeting was the subject of a letter labelled "urgent" to the 500-plus members of Green Meadows West association. Attendance at the meeting was also encouraged by individuals who canvassed their neighbors with information and petitions. Emotions occasionally flared during the event, which lasted longer than 3 hours. Johnston Mayor Paula Dierenfeld facilitated the meeting, often asking for civility and constructive suggestions. Dierenfeld is also a Green Meadows West resident.

While city staff reported there are no current construction proposals for the area, the road extension sparked the interest of Green Meadows West Homeowners board and residents after notice of a May 2016 public hearing by the city council to condemn a portion of property owned by Jo Ann Robbins, 7420 N.W. 54th Ave. Robbins' property is currently part of an unincorporated "island" surrounded by the cities of Johnston and Urbandale. The land is located in Webster Township, Polk County, and is zoned at the county level as a "low density residential" district. The May action was tabled until the city council meets on June 20. City officials said they viewed the start of condemnation process as part of a 16-year effort, and indicated surprise at the recent levels of interest.

According to city staff at the meeting, Hubbell Construction has contacted the city regarding the addition of three new single-level office buildings east of the existing Birchwood Crossing office park development, which is located east of the Carmike Wynnsong 16 movie theater. Birchwood Crossing is located within City of Johnston limits. A representative of Hubbell Construction identified himself as present during the June 7 meeting.

Originally, the question of condemnation was put before the city council in late 2015, but council delayed action when one of the homeowners died. City staff said the condemnation effort was only one way to make the extension possible, and that negotiations with the homeowner for easements would continue. Easements would provide construction and other access to the homeowner's property, without the homeowner surrendering ownership. Condemnation proceedings would take 4 to 6 months after council action, administrator Sanders said.

A homeowner on NW 54th Street said that, had she known about the possibility of increased traffic along the road, shewould likely not have purchased her home in 2015.

City Administrator Jim Sanders presented on the evolution of past development studies and plans for the area, dating back to the early 1990s. Two connections were originally considered for Birchwood Court, Sanders said. One option was to connect to N.W. 54th Avenue. The other, to the north-south road of 72nd Street. The latter option was subsequently complicated by the 1996 construction of the Metro Ice Sports Facility, a private business located at 5100 NW 72nd St. The business is located on land owned by the City of Urbandale.

Engineer Molly Long of Foth Engineering, Johnston, presented data from a 2015 traffic analysis of a potential north-south connection between Birchwood Court and N.W. 54th Avenue. Based upon models and incorporated data from a 2015 traffic study conducted during school year, Long estimated that the total traffic in/out of the southern extension of Foxboro Road would be 1,200 trips daily. That number roughly matches daily traffic in/out of the Green Meadows West neighborhood, she said. The net change of northbound traffic into the Green Meadows West neighborhood after the extension would be only 6 trips per hour, she estimated. Homeowners have questioned that data.

Municipal Community Development Director David Wilwerding presented historical maps of the area, along with information regarding the city's current comprehensive plan—a 2010 document that governs zoning classifications of property within Johnston city limits. Extending Foxboro Road would allow two property owners other than Hubbell Construction to more readily subdivide and develop adjacent property as low-density, single-family housing. Wilwerding also said that further extension of city services along and into the area might further bolster city attempts toward partial annexation. Annexation is the process of taking land into municipal boundaries.

Webster Township residents at the meeting noted that, since 1965, they had successfully fought up to seven attempts toward annexation of the "Bur Oak Island"—apparently the informal name of the area, after one of the county streets in the neighborhood.

Wilwerding's slide presentation included a 2007 Hubbell Construction proposal for a 16-unit single-family development along an extended Foxboro Road. His slides also included an undated 10-lot cul-de-sac subdivision located west of Timber Ridge Elementary, with street access from the extended Foxboro Road.

Finally, outgoing Timber Ridge elementary principal Cheryl Henkenius briefly commented on pedestrian and vehicular traffic to her facility. During morning and afternoon hours, school staff wearing bright safety vests act as crossing guards on N.W. 54th Avenue. Once or twice a month, Henkenius said, those guards report incidents in which a driver ignores either them, or the temporary stop signs also daily erected at the school crossings.

Crossing guards would remain a necessity, Henkenius said, regardless of whether a lighted intersection was created along N.W. 54th Avenue. "No matter what, we'll still have a crossing guard there," she said.

City council member Tom Cope, who is also a Green Meadows West resident, later suggested that a lighted intersection would improve safety for students walking across the street. "The No. 1 reason that I'm willing to consider the extension of this road is safety," he said.  Some Green Meadows West homeowners disagreed that a traffic-light is the only option by which students could be made safe. One audience member even suggested that traffic controlled intersections actually increase the likelihood of accidents.

Some Green Meadows West residents asked questions regarding "traffic calming" techniques that could slow traffic along Foxboro Road and NW 54th Avenue. Many expressed concerns regarding existing traffic speed and quantity, particularly that which would pass Timber Ridge Elementary, which is located at a bend of N.W. 4th Avenue and 72nd Street.

Update posted June 20: Based on posted reports and agenda for the June 20 city council meeting, staff was expected to recommend that the council take no further action for now regarding the condemnation of the Robbins property. In a separate June 20 item, staff recommended that the council create a working group of community stakeholders, which would have design input into any road extension in the area. Representatives from Green Meadows West would be included in such a group.

Thanks for a Great 2015 Picnic-in-the-Park!

Thanks to the more than 300 Green Meadows West neighborhood homeowner-members who participated in the 9th Annual Picnic in the Park event, which was held in Dover Park last Sunday.

While adults relaxed and listened to live music from The Black Bird Circus, kids ran and played on inflatable play equipment, including a bounce house, obstacle course, and giant slide.

The Johnston Fire Department stopped by to give tours of a truck and ambulance. And Mayor Paula Dierenfeld addressed the crowd.

Catering was by Hy-Vee Foods. Thanks also to event sponsors Charter Bank and Flooring America. Door prizes were donated by Jimmy John's Gourmet Sandwiches and Veridian Credit Union.

Board Seeks to Shine Light on Chambery Street Lamp Outages

In a letter this week to Green Meadows West neighbors who live on Chambery Boulevard, homeowners' association President David Erbes illuminated potential reasons why ornamental street lamps along that street have remained dark since mid-December, and what your association is doing to fix the problem. Homeowner-members have variously expressed security and safety concerns through communications with the association, the City of Johnston, and the Mid-American Energy Co.

"Residents are very anxious to have the lights restored," the letter reads, in part. "I would strongly suggest that you keep on the exterior lights on the fronts of your homes and garages, from dusk to dawn until the problem is repaired."

Ornamental street lamps in the neighborhood are owned and maintained by the Green Meadows West Homeowners Association. They are a distinctive aesthetic element in the neighborhood. More standard, non-ornamental street lamps found elsewhere in the neighborhood are maintained by the City of Johnston. Exacerbating the reporting problem, when individual homeowners initially complained to Mid-American Energy, customer-service reps there first responded to calls as if they were separate residential outages, rather than a neighborhood-wide problem.

Association Manager Cyndy Rath, working on behalf of the board of directors in late December, subsequently clarified ownership of the street lamps with Mid-American Energy. Because the outage apparently involves an underground power line, the utility company as of January 5 dispatched a sub-contractor to further diagnose and repair the outage.

Company personnel cautioned that such repairs can take from 30 to 45 days or more during winter months. However, association board members express hope that warmer weather and lack of snow may speed the repair. Further updates are pending.

At this time, the outage is not thought to be related to a large municipal storm water drainage project currently underway west of N.W. 86th Street, nor commercial construction on the Northwest corner of N.W. 86th Street and Chambery Boulevard.

Firefighters, Professor Fizz Help Deliver Memorable 2014 Picnic

Crisp late-summer temps, partly sunny weather, and neighborly camaraderie combined for a successful 2014 "Picnic-in-the-Park" event for the Green Meadows West Homeowners Association. More than 400 homeowner-members participated in this year's event, which was held in Dover Park last Sunday.

"It's great to see the neighborhood come together every year for this event," says Randy Brown, a 2014 member of the association's board of directors. "We get to spotlight our publicly available private park, complete with gazebo, as one of the benefits of living in Green Meadows West. It also shows how our neighborhood is increasingly connected to area businesses, many of which are within walking and biking distances."

Kids played on inflatable play equipment, including a bounce house, obstacle course, and giant slide.

The Johnston Fire Department stopped by to give tours of a truck and ambulance, and to hand out stickers. Nearby, Professor Fizz from the Johnston Public Library did experiments and other science-related activities, including the highly entertaining "Smarty Pants Dance."

Catering was by Texas Roadhouse, and live music was provided by The Black Bird Circus.

Music will be provided The Black Bird Circus, a pick-up combo featuring local folk, rock, and other artists, headed up by musician Steve Kowbel.

Inflatable play equipment for younger children will include a bounce house, obstacle course, and giant slide.

Dates Posted for 2014 Cleanup Days, Shredding, and Garage Sales

Ready to jump into some spring cleaning? The Green Meadows West Homeowners Association will conduct its annual "neighborhood garage sale" Fri., May 2 and Sat. May 3, 2014.

On and around these dates, neighbors are encouraged to conduct and advertise their individual sales. The association will advertise the neighborhood-wide event via online classifieds, social media, and yard signs posted at entrances.

Starting Mon., April 28, individual signage in association common areas will be allowed temporarily, including at neighborhood entrances. Subject to city enforcement, neighbors are reminded to place signs approximately 18 feet away from the curb on the following streets:
  • N.W. 86th Street
  • N.W. 54th Avenue
  • N.W. 62nd Avenue
Signs should be removed by those who placed the signs not later than Mon., May 5.

This is the first year that the neighborhood garage sale will not be conducted immediately prior to the City of Johnston's annual "Cleanup Days" event. At this year's annual meeting, members asked that the neighborhood garage sale be moved to a potentially warmer month. On Mon., April 14 and Tues., April 15 Johnston residents can place additional trash and bulky waste items for collection during normal trash collection.

Tires and tree branches may also be disposed of through the city's department of public works, 6400 N.W. Beaver Drive, on April 10, 11, and 12. Branches cannot be larger than 18 inches in diameter. Drop-off hours are from 7:30 am until 3:30 p.m. on Thurs., April 10 and Fri., April 11;, 8:00 a.m until 12 noon on Sat., April 12. Click here for details.

Keep Pools Cool, Safe, and Within Covenants

The Green Meadows West Homeowners’ Association encourages members to keep kids and pets safe this summer by observing all Johnston municipal laws and neighborhood covenants regarding swimming pools. Consumer and safety experts warn that small children can easily drown in small pools, toilets, and even 5-gallon buckets.

According to the City of Johnston, a pool is “any structure intended for swimming, recreational bathing or wading capable of containing water 24-inches-deep or more. This includes in-ground, above-ground, and on-ground pools; hot tubs; spas.”

Green Meadows West neighbors planning to install in-ground swimming pools should ensure they first purchase a building permit from the City of Johnston prior to construction, and meet building code requirements. Requirements include a 6-foot-high non-climbable fence with a self-locking gate.”

Green Meadows West covenants prohibit above-ground swimming pools other than “small swimming pools for infants.” In-ground pools are permitted.

The association recently successfully litigated the removal of an above-ground swimming pool. The pending removal is the third such enforcement action in neighborhood history. Fines of $17,000 or more may be assessed in the most-recent case.

Save the Date! Annual Picnic is Sept. 15!

Save the date! The 7th Annual Green Meadows West “Picnic in the Park” event will be held Sun., Sept. 15, from 4 to 7 p.m., near the neighborhood’s signature gazebo located on the association’s privately maintained “Dover Park.” The park is available for rental through the association manager.

The event will again feature inflatable play equipment for younger children, including a bounce house, obstacle course, and giant slide. A free catered barbecue dinner will be served to association members and families.

New this year will be performances by Patterson 216, a Polk City-based four-piece band offering “alternative and indie influences that morph into an Alt County sound with an unmistakable groove.” The group promises to play plenty of covers and “keep it pretty chill.”

Dates have not yet been announced for the City of Johnston’s 2013 “Night with the Neighbors” outreach program, which includes traveling displays of fire, rescue, construction, and law-enforcement equipment, as well as reading activities led by favorite book characters. This event usually coincides with the neighborhood’s picnic event.

Johnston Police Monitoring Neighborhood Speed Limits, Intersections

Johnston police officials are increasing patrols within the Green Meadows West community this summer, helping to encourage compliance with 25 mph speed limits and full stops at neighborhood intersections.

Areas of concentration include, but are not limited to:
  • Intersection of King’s Row and Windsor Parkway
  • Intersection of Chambery Boulevard and Foxboro Road
  • Chambery Boulevard, east- and westbound
  • Foxboro Road, north- and southbound
Speed-enforcement trailers, which serve as non-ticketing reminders to passing motorists, may be incorporated into the effort later this summer or next spring.

Neighborhood-wide Garage Sale is April 19-20

The annual Green Meadows West neighborhood garage sale will be Friday and Saturday, April 19 and 20.

Official signs will be posted as early as April 15, and neighborhood rules about posting garage and yard sale signs in common areas will temporarily be suspended. Members are asked to remove their individual signs not later than Mon., April 22.

The neighborhood-wide sale will also be advertised in The Des Moines Register, Craigslist, and other online and print venues.

The annual event takes place annual the week prior to Johnston Spring Clean Up Days. This year, Spring Clean-up Days will occur the week of April 22.

According to the City of Johnston website, details include:

  • Curbside pickup for large items will be on April 22 and 23. Please have your items curbside by 6 a.m. to insure your items will be collected. These items do not require a sticker for the pickup.
  • Your pickup date will be the same as your normal garbage day.
  • Hazardous items are not allowed during the clean up. Televisions may be set curbside for disposal.
  • Tree branches will be accepted again this year at the Johnston Public Works facility at 6400 NW Beaver Drive. Dates and hours for this service are: Thurs., April 25, 7:30 a.m. to 3:30 p.m.; Fri., April 26, 7:30 a.m. until 3:30 p.m.; and Sat., April 27, 8:00 a.m. to 12:00 noon.
  • Passenger tires may be dropped off at the Public Works facility from Mon., April 22 to Fri., April 26th between the hours of 7:30 and 3:30 a.m. Tires must not be mounted on wheels or rims.

Two Roundabouts Go Into Service Sept. 22

Green Meadows West neighbors and other Johnston drivers will get their first opportunities to drive through two of four planned roundabouts on N.W. 62nd Avenue starting Sat., Sept. 22. The major east-west artery runs along the neighborhood's northern boundary.

The city's $7 million road construction project is intended to smooth traffic flow and decrease the severity of accidents along the corridor, which serves activities such as Wallace Elementary, Johnston High School and Middle School, Pioneer Hi-Bred, and the Johnston Fire Department, as well as the Green Meadows West neighborhood. Much of the cost of the project will be paid through state grants. 

The first roundabouts to become operational are most likely those located at the entrance of the Du Pont/Pioneer Hi-Bred main campus and the N.W. 62nd Ave. intersection with Pioneer Parkway. Two other roundabouts remain to be completed, including one into a newly constructed Pioneer Hi-Bred building. The building will be occupied later in 2013. The latter roundabout will incorporate a sidewalk/trail connection into the Green Meadows West neighborhood, but the homeowners' association declined to make a road connection to Foxboro Road.

"The association will be granting a construction easement in the vicinity of Briargate Court for the purposes of extending a bike and walking trail from N.W. 62nd Ave. to Foxboro Road, and likely a permanent easement for the trail itself," says Vice President and Grounds and Property Chairman Jack Sullivan. "We've been working with our Briargate neighbors, Pioneer Hi-Bred, the City of Johnston, and Foth Engineering to ensure that the project maintains privacy and aesthetics as much as possible."

The easement will not allow future construction of a road, Sullivan says. The association plans to help landscape areas that will be bermed up to increase privacy from the trail, as well as potentially light pollution from passing headlights.

According to a recently published construction update, the city anticipates that all work will be done prior to the end of October 2012, barring unforeseen weather, utility, or other delays. The project was originally forecast to be completed by October 2013, but work was conducted ahead of schedule due to mild winter and dry summer conditions.

More than 300 Attend Annual Neighborhood Picnic

More than 300 Green Meadows West neighbors participated in the 6th Annual Picnic-in-the-Park Sun., Sept. 9, 2012. Children enjoyed inflatable play equipment, including a bounce house, obstacle course, and giant slide.

 "We started the Picnic-in-the-Park as an annual thank-you to our homeowner-members, and as a showcase of one of the amenities that makes our neighborhood unique in the Greater Des Moines area," says Randy Brown, current president of the homeowners association board. "As a private park that accessible to the public, the gazebo and Dover Park are sort of a 'welcome mat' for our neighborhood. It's used for everything from weddings to soccer practices."

The event coincided with the City of Johnston's 2nd Annual "Night with the Neighbors" program, in which city officials and staff meet with Johnston residents. In addition to Johnston Mayor Paula Dierenfeld, herself a Green Meadows West neighbor, representatives of the fire, police, and public works departments made themselves available for questions and comments.

Each department also brought along equipment for neighborhood children to see up close.

Sponsored by the Johnston Library, the children's storybook character Silly Sally read to children under some of the Dover Park trees.
